Free Management ProposalChula Vista is the second largest city in the San Diego metropolitan area, the seventh largest city in Southern California, the fourteenth largest city in the state of California, and the 74th-largest city in the United States. The population was 267,172 estimated 2016. Located just 7.5 miles (12.1 km) from downtown San Diego and 7.5 miles (12.1 km) from the Mexican border in the South Bay region of the metropolitan area, the city is at the center of one of the richest economic and culturally diverse zones in the United States. Chula Vista is so named because of its scenic location between the San Diego Bay and coastal mountain foothills. In 2003, Chula Vista was the seventh fastest growing city in the nation, growing at a rate of 5.5%, due the communities of Eastlake and Otay Ranch. Chula Vista is growing at a fast pace, with major developments taking place in the Otay Valley near the U.S. Olympic Training Center and Otay Lake Reservoir. Thousands of new homes have been built in the Otay Ranch, Lomas Verdes, Rancho Del Rey, Eastlake and Otay Mesa Areas. In 2013, Forbes called Chula Vista the second fastest growing city in the nation, having recovered from the slow down during the Great Recession. By 2015, there were over 31,000 Filipino Americans living in Chula Vista; they make up the majority of the 48,840 Asian Americans who live in Chula Vista. In 2017, Chula Vista purchased the Olympic Training Center and renamed it to Elite Athlete Training Center; the United States Olympic Committee plans to continue to use the facility and pay rent to the city. Chula Vista maintains a business atmosphere that encourages growth and development. In the city, the small business sector amounts for the majority of Chula Vista's business populous. This small business community is attributed to the city's growth and serves as a stable base for its economic engine.
In April 2018, a $1 billion+ hotel and convention center was approved, with the Chula Vista and Port of San Diego paying $343 million in cost, and waiving leasing cost for nearly four decades (a $245 million value).
A hotel and convention center were approved for the city's waterfront that could have a $475 million annual economic impact (the majority of which goes to the city of Chula Vista) and create more than 3500 permanent jobs. A target date for completion is 2022. Another project that could have a significant impact is the 210-acre Millenia master plan that calls for up to three million SF of office space and 1.5 million SF of retail space, hotels, and housing in the easternmost portion of the submarket. One project that won city council approval and broke ground is the new, $244 million, seven-floor hospital tower at Sharp HealthCare. If the breadth of all of these plans come to fruition, the face of the submarket could change dramatically and put Chula Vista on the map as South County's employment hub. But in its current state, residents live here because it's relatively affordable for San Diego.
